The Village of Evendale
Regular Council Meeting
August 13th, 2009
The Village of Evendale Regular Council Meeting was called to order by Mayor Apking at 7:00pm.
Roll call- The following Council members were present: Ms. Carolyn Smiley-Robertson, Mr. Stiney Vonderhaar, Mr. John Ranz, Jr., Mr. Bill Puthoff, Mr. Jeff Albrinck, and Mr. Doug Lohmeier. Also present: Village Engineer, James Jeffers; Village of Evendale Fire Chief, Rick Cruse; Recreation Manager, Dave Nichols, Village Solicitor, Tim Burke; and Village Clerk, Barb Rohs.
Mayor Apking presented Ordinance #09-32 ORDINANCE APPOINTING ROBERT T. MURRAY AS LIEUTENANT ON THE VILLAGE OF EVENDALE FIRE DEPARTMENT AND DECLARING AN EMERGENCY. A motion to read Ord. #09-32 by title only was made by Mr. Vonderhaar, seconded by Mr. Lohmeier and unanimously approved on roll call. A motion to suspend the second and third reading of Ord. #09-32 was made by Mr. Puthoff and seconded by Mr. Lohmeier and unanimously approved on roll call. A motion to adopt Ord. #09-32 as an emergency was made by Ms. Smiley-Robertson, seconded by Mr. Ranz and unanimously approved on roll call. Mayor Apking declared Ord. #09-32 adopted as an emergency.
The swearing ceremony on Robert T. Murray took place. Lieutenant Murray introduced his family and friends.
Mayor Apking presented the consent calendar. Mr. Vonderhaar made the motion to accept the consent calendar, seconded by Ms. Smiley-Robertson and unanimously approved.
Report of Mayor and Council Committees:
Police-Finance-Administration - Mr. Albrinck presented that July's receipts were $986,000 and expenses in July were $975,000. The revenues are surprising high based on the economy. The Police Departments accreditation hearing went well. Chief Foust is completing his last month as Police Chief. Mr. Albrinck thanked the Chief and stated that it has been an honor to serve with him. A retirement party will be in October.
Ms. Smiley-Robertson wanted some clarification on Police-Finance-Administration Committee report regarding item #3 and item #4 and if they were the same occurrence. Mr. Albrinck clarified that item #3 and #4, overtime hours and the homicide investigation, do pertain to the same homicide incident which occurred on I-75.
Ms. Smiley-Robertson would like to recognize and thank all those who serve on the Health Insurance Review Team (HIRT). The employees have partnered with the Village and are very involved with managing cost. Mr. Albrinck stated the process and partnership have worked very well. One reason is has been successful is the HIRT committee has the support of the employees.
Mr. Lohmeier reported that GHF held the "Tractor Jam" and attendance and sponsorship were lower than expected. The Recreation Department will be purchasing equipment instead of leasing equipment.
Mr. Vonderhaar, Mr. Lohmeier and Ms. Smiley-Robertson attended the Princeton Schools breakfast meeting for local businesses and communities. This is the first of a series of breakfast meetings. It was announced that the Princeton High School has received the "Excellent" rating. On August 24 there will be seminar on bullying at Princeton Stadium. The Evendale Eagles won the NSSL swim championships for the 10th year in a row. Ms. Young will be having an art exhibit at the Cultural Arts Center this weekend.
Mr. Albrinck stated that the CIC will be meeting with 6 candidates that will aid in implementing the approved master plan.
Presentation of Ordinances and Resolutions:
Mayor Apking presented ORD. # 09-28 ORDINANCE APPROVING THE 2010 TAX BUDGET OF THE VILLAGE OF EVENDALE AND DECLARING AN EMERGENCY. This is the second reading of the ORD. 09-28. A motion to suspend the second and third readings of ORD. # 09-28 was made by Mr. Lohmeier, seconded by Mr. Albrinck and unanimously approved on roll call. A motion to adopt ORD. # 09-28 as an emergency was made by Mr. Puthoff, seconded by Mr. Vonderhaar and unanimously approved on roll call. Mayor Apking declared ORD. # 09-28 adopted as an emergency.
Mayor Apking presented ORD. #09-29 AN ORDINANCE AUTHORIZING THE SALE OF TWO VEHICLES NO LONGER NEEDED FOR VILLAGE OF EVENDALE PURPOSES AND DECLARING AN EMERGENCY. This is the second reading of the ORD. 09-29. A motion to suspend the second and third readings of ORD. # 09-29 was made by Mr. Lohmeier, seconded by Mr. Albrinck and unanimously approved on roll call. A motion to adopt ORD. # 09-29 as an emergency was made by Mr. Vonderhaar, seconded by Mr. Ranz and unanimously approved on roll call. Mayor Apking declared ORD. # 09-29 adopted as an emergency.
Mayor Apking presented ORD. #09-31 AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO A PROJECT AGREEMENT WITH THE STATE OF OHIO, OHIO PUBLIC WORKS COMMISSION TO OBTAIN FINANCIAL ASSISTANCE FOR THE GLENDALE-MILFORD ROAD IMPROVEMENTS IN THE AMOUNT OF $560,000 AND DECLARING AN EMERGENCY. This is the second reading. A motion to suspend the second and third readings of ORD. # 09-31 was made by Mr. Vonderhaar, seconded by Mr. Albrinck and unanimously approved on roll call. A motion to adopt ORD. # 09-31 as an emergency was made by Mr. Lohmeier, seconded by Mr. Puthoff and unanimously approved on roll call. Mayor Apking declared ORD. # 09-31 adopted as an emergency.
A motion to read ORD. # 09-33 APPROVING ADDITIONAL APPROPRIATIONS IN VARIOUS FUNDSAND DECLARING AN EMERGENCY by title only was made by Ms. Smiley-Robertson, seconded by Mr. Puthoff and unanimously approved on roll call. This will allow the for the capital improvement projects on Renoir and Vineyard Ridge will take place by November. Both streets will be widened by 3 feet on each side with a small transition to the cul-de-sacs and curbs replaced. Mr. Jeffers stated the ordinance includes an additional bill from the Hamilton County Storm Water assessment. Letters will go out to residents stating the intention. The intent is to replace curbs and repave Monet will be moved to 2010. A motion to amend the ordinance as stated was made my Mr. Puthoff and seconded by Mr. Albrinck and unanimously approved. to suspend the second and third readings of Ord. #09-31 was made by Mr. Vonderhaar, seconded by Mr. Puthoff and unanimously approved on roll call. A motion to adopt Ord. #09-31 as an emergency was made by Mr. Albrinck, seconded by Mr. Lohmeier and unanimously approved on roll call. Mayor Apking declared Ord. #09-31 adopted as an emergency.
Other Business:
School is starting soon so be prepared for children outside. The swimming pool will stay open for another weekend after Labor Day if the weather is nice. The Dog Days will be changed if this occurs.
A motion to go into executive session to discuss property acquisition and real estate was made by Mr. Puthoff and seconded by Mr. Vonderhaar and unanimously approved.
A motion to close the meeting was made by Mr. Lohmeier and seconded by Mr. Puthoff and unanimously approved. Meeting was adjourned at 8:25.
